Fire is the discipline most likely to stop a project at occupation certificate. It is also the discipline where a prescriptive reading of the NCC quietly costs a developer floor area, plant space and programme — often unnecessarily. We design to the Deemed-to-Satisfy provisions where they suit the building, and we identify early where a performance solution is worth pursuing, so the decision is made with a cost and programme comparison rather than by default.

These are the decisions that determine whether the package works. They are made early, and they are the ones we will argue about.

Test the prescriptive constraint before accepting it

A Deemed-to-Satisfy solution is not automatically the cheapest solution. Where a prescriptive requirement is driving a tank room, a shaft, a pump size or a travel distance that materially costs the project, we say so at concept and quantify what a performance pathway would be worth before anyone commits.

The Fire Safety Schedule is a design deliverable, not a form

Measures that appear on the schedule have to be designed, installed, commissioned and certified. We settle the schedule early with the certifier so the annual fire safety statement is achievable rather than argued about at occupation certificate.

Coordinate wet fire with hydraulic and structure from the start

Fire water storage, pump rooms and booster assemblies are large, heavy and located by regulation rather than by preference. Resolving them against the hydraulic tank strategy and the structural design at concept is far cheaper than relocating them later.

Fire protection design documents the systems — sprinklers, hydrants, detection, suppression. Fire engineering develops the performance solutions that justify departures from the Deemed-to-Satisfy provisions. Lumex delivers the fire protection design and coordinates directly with the fire engineer where a performance solution is used.
